Citizen Science Gets a Mention — But Is It Enough? Submissions to the National Biosecurity Reform 2026

Australia’s National Biosecurity Reform 2026 consultation closed for submissions in June 2026, drawing responses from environmental groups, research institutions, regional NRM bodies and wildlife health organisations. A recurring thread across many submissions: citizen science and First Nations knowledge are increasingly seen as underused assets for national surveillance — but submitters disagree on whether the reform agenda treats them as a genuine operational priority or just a nice-to-have.

Where citizen science shows up in the submissions

  • Southern Queensland Landscapes was among the most direct, stating that facilitating “First Nations knowledge and citizen science integration into biosecurity surveillance” is a present-day organisational capability, not a future aspiration — and recommending it be formally resourced through regional NRM organisations. They cautioned, however, that data-sharing and citizen science integration “will not deliver unless land managers trust the system” first.
  • The Invasive Species Council, Australian Land Conservation Alliance, Bush Heritage Australia and Plant Conservation Australia (joint submission) rated integrating “First Nations knowledge and skills, and citizen science” into biosecurity operations as a top priority reform. They noted community reports already make up the majority of first detections for many invasive species — citing that in south-east Queensland, citizen reports account for over 70% of red fire ant nest detections — but flagged a lack of coordination and interoperability between existing platforms as a major limitation. They proposed a national data coordinator, standardised mobile reporting tools, and “biosecurity bioblitzes” in high-risk zones.
  • Centre for Invasive Species Solutions (CISS) linked citizen science to its “social licence” argument, noting that strengthening public trust would improve “compliance, participation (including citizen science), and overall effectiveness of the biosecurity system,” and called for citizen science data to be better integrated into national data infrastructure.
  • Wildlife Health Australia listed citizen science (alongside First Nations peoples, wildlife rehabilitators and frontline vets) as a key partnership group whose contributions are “critical to system capability” but currently under-supported in the reform agenda.
  • The Arid Lands Environment Centre (ALEC) used a striking real-world example: buffel grass spread across Australia has largely been documented only through citizen science data on the Atlas of Living Australia — because no national government-run buffel grass mapping program currently exists. ALEC argued this gap illustrates a system failing to act on evidence that citizen scientists have already surfaced.

The tension underneath

Several submissions — particularly from Letters for the Environment Central Australia — argued that enthusiasm for citizen science and community data means little if governance remains dominated by agricultural and industry interests that can effectively veto action (buffel grass being their central case study). Their view: better data collection is meaningless without genuine power-sharing in how that evidence gets acted on.

The common ask

Across submissions, the message to the National Biosecurity Committee was consistent: citizen science and Indigenous ranger networks are already doing real surveillance work, often filling gaps government systems can’t reach — but they need formal recognition, dedicated funding, interoperable data platforms and trust-building investment to move from an informal safety net to a resourced pillar of the system.
